为缓解高速公路项目的建设资金不足的压力，同时提高高速公路项目的建设和运营效率， 从1994年我国开始允许并鼓励国内外的非交通管理部门通过独资、合资的形式参与我国 公路项目的建设和运营。自此PPP模式Public．Private．Partnership，政企合作／公私合作 模式开始进入我国高速公路项目的建设领域。然而目前我国高速公路PPP项目存在较 多问题，主要表现在目标失控、监理人趋利、参与者信息不对称、相关制度不完善、收 费定价机制争议大等方面。很多私营企业过度重视其经济效益而忽视了高速公路项目的 社会效益，引进PPP模式不但没能引进先进的管理经验、提高管理效率，也没能达到预 期的资金投入效果。为了维护高速公路PPP项目的公益属性，提高资金利用效率，加强 监管势在必行。
本文对我国高速公路PPP项目监管现状进行分析，梳理总结当前我国高速公路PPP 项目监管中存在的问题，并结合PPP发展较成熟国家在PPP监管方面的成功经验；
通过 文献回顾和案例分析，归纳总结高速公路PPP项目中与政府监管相关的关键成功因素、 风险因素和失控因素，从中提取政府监管的关键要素，并基于此建立我国公路PPP项目 监管体系。最后结合我国高速公路PPP项目的监管现状，参照国外的发达国家的成熟经 验，提出改进和完善我国PPP项目监管的政策建议。
